Review Meeting for Seven Standards Including "Sanitary Napkins (Panty Liners)" Held in Tianjin New National Standard Strengthens Women's Health Protection

On September 19, 2025, the review meeting for seven paper-making related standards including "Sanitary Napkins (Panty Liners)" was successfully held in Tianjin. Sponsored by the National Technical Committee of Paper Industry Standardization, the meeting was led by Zhao Wei, Chairman of the Committee, and Liu Junjie, Secretary-General, with the participation of over 100 committee members, technical experts, enterprise representatives and consumer representatives from the industry.
The meeting focused on reviewing seven core standards, namely the national standard "Sanitary Napkins (Panty Liners)", "Release Paper for Hygiene Products", "Tracing Paper", "Sublimation Transfer Paper" and three other paper-making industry-related standards. The drafting teams of each standard detailed the background and significance of the standard formulation, drafting process, key technical index settings and test verification results. The participants deliberated on each clause of the standards word by word and put forward constructive revision suggestions. After a vote by all committee members, all seven standards were unanimously approved.
Among them, the review progress of the national standard "Sanitary Napkins (Panty Liners)" (Plan No.: 20241954-T-607) attracted much attention. The standard has successfully completed the review process and passed the official recheck on October 26, 2025, and is currently in the approval stage. It is understood that the new national standard has made several key upgrades on the original basis: further refining microbial indicators and clearly distinguishing the classification requirements of "ordinary grade" and "disinfected grade"; planning to implement a "zero tolerance" policy for fluorescent agents to strictly control harmful additives; optimizing the pH value range (the original standard pH value is 4.0~9.0) to be more in line with human physiological characteristics; adding and strengthening toxicological safety requirements, including "multiple vaginal mucosal irritation" tests, to comprehensively raise the product safety threshold.
It is worth noting that sanitary napkins have been included in the "key supervision list" of the mandatory national standard "Hygienic Requirements for Disposable Sanitary Products" (GB 15979-2024), which came into effect on July 1, 2025. Insiders said that after the official implementation of the new national standard for "Sanitary Napkins (Panty Liners)", it will further regulate the production behavior of the industry, eliminate unqualified products, promote the high-quality development of the industry, and provide a more solid guarantee for the health and safety of female consumers.
The holding of this standard review meeting not only improves the standard system in the paper-making industry and hygiene products field, but also demonstrates China's high attention to the quality and safety of people's livelihood-related products. The implementation of relevant standards will provide clear basis for market supervision and help create a safer and more standardized consumption environment.
